Legal Requirement and Law No. 1219

Pursuant to Article 12 (Annex) of Law No. 1219 on the Practice of Medicine and Allied Arts, administrative fines are applied to physicians working without insurance. Furthermore, in a Malpractice lawsuit experienced while uninsured, millions of liras in compensation are collected entirely from the physician’s personal assets.

  • Public Sector Employees: Half of the premiums are paid by the state, and the other half by the physician (can be deducted from the revolving fund).
  • Private Sector Employees: Self-employed physicians or those working in private hospitals pay their premiums themselves or through their institutions.
  • Residents and TUS Students: Assistant physicians receiving specialized medical training are also required to have this insurance.

  • Group 1 (Low Risk): Public health specialists, biochemistry, basic medical sciences, etc. (Lowest premium).
  • Group 2: General practitioners, family physicians, dermatology, psychiatry, etc.
  • Group 3: General surgery, ENT, ophthalmology, anesthesia, pediatric surgery, etc.
  • Group 4 (High Risk): Obstetrics and gynecology, neurosurgery, orthopedics, plastic surgery, emergency medicine specialists, etc. (Highest premium).
